Added a new role call 'Harpooneer'.

A strong single-target damage dealer that can move an enemy and your ally around. Strong synergy with Mark and Bleed build.

- Snagharpoon III and up is now usable on rank 4.

- Snagharpoon III no longer apply Vuln token.

- Whale Hunt II and up can now target rank 1.

- Be Fearless!! and above now reduce weak token.

- Captain can be use from any rank now.

- Harpoon stab IV and V now apply additional bleed on crit.

- Lower Gasharpoon rarity and buff its effect.
